The English government is trying an experiment in which prostitutes are offered rehabilitation courses in drug or sex abuse in lieu of jail time. The new procedure is part of a process of getting non-violent criminals into education rather than sending them to jail.
I have often advocated paying people who commit non-violent crimes 20% of the cost of their prison stay if they remain out of trouble. It would save money and cease allowing prisoners to educate non-violent people in the way of violent crime.
