US Army Builds Afghan Army Barracks in Germany

The United States army is constructing a training base barracks for Afghan soldiers in the Hohenfels area of Germany. The barracks will house Afghan troops while they undergo training in Germany. I amy not be a military expert, but wouldn’t it make sense to build barracks in the region in which soldiers must fight? I assume geographical features in Hohenfels differ markedly from those in Afghanistan. Perhaps, the problem is that it is safer training in Germany than in Afghanistan.
