There is nothing more sorrowful than attempts by well meaning liberal groups to assist those who are poor or in need of becoming integrated within a society. Three years ago, the Danish government undertook a program to place children of immigrants who were of minority backgrounds into nurseries and kindergartens so they would obtain an excellent early childhood education. Unfortunately, only thirty percent of of the 1,000 places were utilized by immigrant parents. As a program director noted about reaching out to poor immigrant families, it was “more difficult to get hold of and inform parents who were the intended subjects of this project.”
As the child of poor immigrants, it is clear what happened. Many poor immigrants come from societies where agents of the government are feared. In order to reach such parents, the outreach has to be composed of people who have their trust.
