The Chinese government has agreed to meet with representatives of the Dalai Lama, but has made it clear, they regard the source of all problems as stemming from refusal of the Dalai Lama to respect the intergrity of the Chinese nation. “it is hope that through contact and consultation, the Dalai side will take credible moves to stop activities aimed at splitting China, stop plotting and inciting violence and stop disrupting and sabotaging the Beijing Olympic Games so as to create conditionf for talk.” In other words, any problems in Tibet are caused by “separatist” elements led by the Dalai Lama. The Chinese government apparently does not regard any of its actions in Tibet as of concern to the process of creating a Tibet that can remain within the Chinese nation while still maintaining its own cultural traditions.
No one expects the Chinese government to openly acknowledge mistakes on its part. It is still too early in negotiations for China to shift its approach to one which allows the same type of autonomy as enjoyed in Hong Kong. In reaching a compromise which respects cultural differences in Tibet, the Chinese government is showing the people of Taiwan that it might be possible to have local autonomy within the confines of China.
