There is considerable confusion both within India and between India and the United States as to the meaning and provisions of the nuclear treaty recently signed by both nations. The Straits Times and The Statesman of India, both report that Prime Minister Manmohan Singh claims the 123 Agreement “does not in any way effect India’s right to undertake furture nuclear tests.” But, the United States State Department claims any such tests would lead to immediate cancellation of the agreement.
This is merely another example of Bush incompetence. He now runs the risk of antagonizing a friendly nation because he signed an agreement that each side believes has a different meaning. One can only wonder how educated and well trained members of our State Department can’t even get correct the meaning of an agreement they are signing with another nation. Who exactly is in charge of American foreign policy?
