The Republican party is committed to the proposition that free enterprise means whatever a business person does is OK as long as their goal is seeking more money. It is now well known that certain colleges hire recruiters to convince unsuspecting members of the military that enrolling in their institution is the first step on the road to riches. The House of Representatives voted to prevent schools that accept the GI Bill of Rights to pay bounties to recruiters based on the number of vets they enroll.
The bill requires students to know exactly where their fees go, how much debt they will accumulate in pursuit of their degree and what are the job prospects for those who obtained a degree at a particular institution. They must be told how many who enrolled for the degree actually received one and what is their success in securing jobs.
