A successful operation against insurgents requires local populations to organize against these terrorist organizations. In Iraq the Sunni Awakening movement played a key role in defeating al-Qaeda. People in rural villages like Andar in Afghanistan have organized local militia groups in order to fight Taliban forces. There are no Afghan nor American forces in the region but these brave Afghans refuse to accept Taliban rule. A spokesperson for the Afghan Ministry of Interior makes clear, “we support this uprising against the Taliban–unfortunately we cannot provide them with weapons!”
