The dilemma of fighting in Afghanistan is an inability of outside forces to gain victory over guerrilla forces. A combination of mountains and ethnic groups and those living with beliefs that do not merge with modern ones ensures conflict between western nations and the people of Afghanistan. The use of bombing, particularly drone attacks is guaranteed to result in some civilian deaths. Night bombing is another guarantee of civilian deaths.
American and Afghan officials have signed a protocol which allows continued use of drones but provides Afghan input into the operation in order to reduce possibilities of killing innocent civilians. A panel of Afghan officers will OK drone and night bombing. There are also a much needed Afghan input into entering homes in search of militants.
